Los Alamos reorganizes management
Associated Press, October 13, 2004

LOS ALAMOS, N.M: Los Alamos National Laboratory has reorganized operations and made some senior management changes, the lab's director announced.

Director Pete Nanos said starting Wednesday the operations directorate will be split into two teams.

"I am convinced that the reorganization of operations will result in improved operational efficiency and better alignment of professional services," Nanos said. "As we continue to define our future, this is absolutely the right thing to do at the right time."

The lab's directorate has been split into the technical services directorate and the security and facility operations directorate.

The technical services directorate will be responsible for environmental protection and compliance; project management; performance surety; facility engineering and standards; health, safety and radiation counterintelligence; and internal security.

The security and facility operations directorate will provide support to traditional lab operations such as nuclear and waste operations, security and emergency operations.

No jobs will be lost in the reorganization, Nanos said.

Also effective Wednesday, Don Cobb, the associate director for threat reduction, assumes the post of deputy lab director. Principal associate director for threat reduction, Joseph Giles, will fill Cobb's position.

"The review and restructuring of the operations directorate and the assignment of Don Cobb as the new deputy laboratory director demonstrates the dedication of laboratory leadership to the refinement and strengthening of operations and management," said Robert Foley, University of California vice president for laboratory management. UC manages the lab for the Department of Energy.

Former deputy lab director Carolyn Mangeg will be the director of the technical services directorate. Scott Gibbs, acting associate director for operations, will be associate director for the security and facility operations directorate.

Nanos says Mangeg brings exceptional skill, insight and experience to the position, and Gibbs has "done an excellent job leading our overall improvements in security at the laboratory."

UC has managed Los Alamos for the government since it was formed in 1943 to work on the atomic bomb, but after a series of problems the Energy Department announced it would seek competitive bids when the current contract expires.

Operations were temporarily shut down in July following the announcement that two computer disks believed to contain classified information had disappeared. Also in July, an intern was injured when she looked into a laser that was supposed to be turned off.
